I'd prefer a system wide setting. Might not be necessary, but it's
cleaner. Maybe Dave is really making a new user, sometime, for testing
purposes or whatever.
If it is placed in ~/.profile, it should be this line (with "export" at
the beginning):
export PYTHONPATH=/usr/local/lib/python3.8/site-packages/
