have you simply tried telling the kernel to keep the USB bus up instead
of (auto)suspending it ? i imagine that would also just keep the drive
active ... 

(i.e. by setting the power/control and power/autosuspend_delay_ms in
sysfs for the particular USB device like described in [1])
