Hi,

none of those packages is required as a runtime dependency, they are
only needed to compile software. Keeping dev packages from a purged
PPA would be to no avail. Replacing them by packages from official
repositories could be useful, but not necessarily is useful. I don't
know why those packages aren't replaced, if you need one or the other
dev package to compile some software, you still could "re"install from
official repositories.
