Change your mirror server.

https://www.unixmen.com/find-fastest-mirror-debian-derivatives/

Then do:

sudo apt clean
sudo apt update
sudo apt full-upgrade -y

Assuming it all works:

sudo apt clean
sudo apt purge
sudo apt autoremove
