external mouse/keyboard only works after reboot

I connect my laptop to external mouse/keyboard/monitor through a Dell dock
TB16.

When hotplugging the laptop to the dock, the external monitor always works
fine.
Mouse/Keyboard requires a laptop reboot to work.

How can I troubleshoot this?
I am looking for a better solution than rebooting, a driver to reload or
service to restart.

Laptop has Ubuntu 16.04, kernel 4.8.0-49-generic.
