Question:

I am presuming the Windows XP machine is 32-bit.

Did you download the i386 or amd64 Ubuntu 16.04.2 iso?  

The amd64 version is not going to work on the Windows XP machine. It won't
work on the Windows 7 laptop, if that machine is also 32-bit (I am not sure if 
Windows 7 came out after the general "end of the production" of 32-bit Intel-ish 
processors.)
