ubuntu 17.04: cut and paste middle mouse not working?

As I don't have 17.04, I can't confirm / reject your observation, but I
remember I had the same problem several years ago. The problem was the
mouse where the middle button no longer worked reliably. Did you try it
with another mouse?

To my understanding there are two buffers - one is for pasting with the
middle button of the mouse and the other one for pasting with Ctrl-V. So
you could select one text, use CTRL-C to copy to the first buffer and
then select another text. You can then paste the second text with the
middle button of the mouse and later paste the first text (e.g. at
another location) with CTRL-V.
