I spoke too loosely. Yes, logging in and out restarts the WM, I think,
not X itself. As an experiment, I ran "compiz --replace &" in a
terminal window and it appears to reset everything.

Now I just have to wait until this mystery affliction besets me again
before I can find out whether that reset will fix the oddities.
