16.04 /usr/sbin/phpquery always returns disabled PHP modules

It seems that the following commands always show all installed and
also using phpdismod disabled modules for PHP on the commandline. This
happend on 16.04

# /usr/sbin/phpquery -v 7.0 -s cli -M

# /usr/sbin/phpquery -v 7.0 -s fpm -M


I don't see this happening on PHP5 on a 14.04 box so if someone is
able to check if this is a bug it would help me a lot!
