yes, exactly ... because 4 isn't 14, so another FS needs to be used ...
no matter what unit was talked about ...

the only thing that adds confusion in a discussion is to bring in a
different unit of measurement when the OP talks about one specific unit
...

even if you claim that the file cant fit on the device, which you dont
actually know because you dont actually know the exact size of the
stick, only that it was sold as "16GB", you dont know if the marketing
team that printed it on there used a proper base of 1000 for "kilo" or
if they used the completely wrong 1024 or even meant GiB when they said
GB ...

talking about GiB just adds to the confusion in the end .. asking the
OP to get the actual data of file and device for you in bytes using
tools that use the same base makes a lot more sense than hypothetical
math experiments or conversions.

who cares if you measure in "moo's" or "fooples" as long as you know
your bucket is 5 "fooples" big and can not carry these 7 "fooples" of
water you want to fit into it (it wouldnt help you if someone tells
 you that you should measure water better in "moo's" and should convert
them to "fooples", it just makes things more complicated) 

;)

if you want to be precise, get data ... and get it in the smallest
possible unit, then you are on the safe side and don't have to have
philosophical discussions about units.
