How to control small sidepanel

I have a BQ Aquaris m10, running 15.04 OTA-13.

I find it higly annoying not to be able to control what goes in the small 
sidepanel and what's not -at least I havent found a way to do it.
I want everything to start up in fullscreen and ONLY go into the small 
sidepanel when (and I mean ONLY when) I move it there, by moving it to the 
right using three fingers.
How do I make my tablet bow to its masters will in this matter... or is 
there a bug to be dealt with here?
