this will not work in 16.10 anymore, upstart-sysv was put to rest since
it is unmaintained since a few releases already, please see:
https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1585589
for more details...
(the only functionality left in upstart nowadays is running the
graphical user session and this bit is completely moving to systemd
with 17.04)
