What's happening with 16.04 & 16.10? 100% of RAM being used by nothing!

Running
df -h
does show, if tmpfs does require the memory. Indeed, Linux does use
memory in a smart way, but it's anyway strange that 30 G are used
directly after startup finished. What exactly should require several
tens of G after startup? I'm quite sure that something is fishy and
that the OP should worry much.
Btw. instead of booting into rescue mode and posting a pic of htop, atop
or whatever, consider to start an Unity user session and to run
top
push Ctrl+C and copy and paste the output without line wrapping.
