this looks like you dont really have an install but some minimal
bootstrapped system like a build chroot ... normally the ubuntu-
standard task is installed on all ubuntu systems (except build chroots
etc that have not been installed using any kind of installer) which
would have pulled in apparmor. 

ogra at styx:~$ apt-cache show apparmor|grep ^Task
