Legacy mode issue installing Ubuntu 16.04

What's confusing me is that I installed 15.10 from a USB and was able to
install in Legacy mode.  I installed 16.04 daily build on the very same usb
thumb drive even as well as the same computer, and it insists on installing
in UEFI.  Something different about 16 in this regard?
