As Karl has pointed out 16.04 is pre-release and so one must expect
problems. If you wish to help the development of Ubuntu by tracking
down what is causing the problems so you can submit some bugs then see
below. Otherwise uninstall 16.04 and install 15.10 or 14.04 until
16.04 is released.
Have you got auto logon enabled? If so then disable it so that it
boots initially to the logon screen. That will tell you whether it is
the boot that is hanging or the logon.
Assuming that it is the logon that is hanging then to analyse the
problem further then when you see the problem first wait 10 minutes
(note the time it hangs so you can later look up that time in the
log), as suggested by Karl. Then, when it has either started or you
have rebooted manually and got a working system then have a look in
/var/log/syslog to see what is happening around the time it hung.
