I'm pretty sure 16.04 has not yet been released. As pre-release
software, it could be anything at all causing these problems. Install a
release version and upgrade when 16.04 is released.

If you want to persist, then one thing you should do is WAIT. Give it
at least ten minutes. Also, check the logs; there may well be some
evidence in there.
