max open-file limit

Ubuntu users,
Could anyone tell me what the max open file limit is on Ubuntu and if
I am correctly setting it? 
I have set the hard and soft limits in /etc/security/limits.conf for
any user.
*         hard    nofile      65536*         soft    nofile      65536
I have also set the system-wide limit to be greater than the user
limit:
# /etc/sysctl.conffs.file-max = 75000
Do I also need to change the pam_limits?
