Where is the correct place to file a packaging bug report?

https://bugs.launchpad.net/ubuntu/ tag [Wishlist]. I'm a little bit
freakish, resp. old school, so I don't use Ubuntu tools to report a bug
or add a feature request. This is a little bit tricky, IOW using the
Ubuntu bug tracker is freakish and it's not easy to use it, without
Ubuntu tools. Perhaps it's an issue to be aware, if it's an Ubuntu
related issue or a Debian related issue, but if you report it to
Ubuntu, somebody would explain you, assumed it belongs to Debian.

The Debian tracker seems to be down at the moment.

Anyway,

  apt-get changelog <package_name> |head -20| grep "@"

should show you the latest email addresses of the packager/s.
