usually more RAM is the better investment over CPU under linux to gain
more performance. while 0.5GHz more CPU speed might be occasionally used
at peak times (if you compile something or rip a movie or whatnot you
might save a little time with higher CPU speeds) more RAM will be
constantly used for more caches and buffers and will get you an overall
speed up in all operations. so if you have to make a financial
compromise somewhere, add more RAM and cut down on CPU speed for a
typical web/desktop system.

also like eero said, an SSD over HDD will be a good investment to speed
up loading times.
