On my Wily install a bootloader is just a recommended dependency, so a
dummy package isn't needed, but installing one allows to care less about
optional dependencies that are unwanted.

So if you don't need it and don't want to care about managing wanted
and unwanted recommended dependencies, you could install a dummy
package.

  $ sudo equivs-control grub-pc

Edit the generated file, e.g.:

  $ cat grub-pc
  Priority: optional
  Standards-Version: 3.9.2

  Package: grub-pc
  Version: 2015:09-06-moonstudio
  Maintainer: Weremouse <silver.bullet at zoho.com>
  Architecture: all
  Description: Dummy package

Build the dummy package:

  $ sudo equivs-build grub-pc

Install it and remove the rest of the GRUB related packages.
