Title bar/menu problem on 14.04

I see it on Ubuntu 14.04/Unity. I have a laptop that has Mint 17 and 
Ubuntu 14.04.  If I plug a mouse into it I see it on Ubuntu but not 
Mint. If I don't plug a mouse in I don't see it on either of them. I 
have tried 2 different mice.
