I'm not sure I can do that accurately, but let me give you an analogy.
Remember I am only seeing this in firefox tbird and libreoffice. On a
normal click I would click the menu, it would drop down almost
immediately and I would release the button when I see it. Now suppose
you think something is very hot and you want to test it. You would
touch it and lift your hand a fast as you could. That is what I need to
do to get a menu to drop down in those 3 programs.
