no, ubuntu has never promoted to use the web interface since the
ubuntu-bug tool exists [1][2] (which does a lot more than to create an
entry on launchpad, package manintainers define the debug info that gets
sent along to make their life easier etc [3]), it only tries to teach
you if you go the non-standard way.
