I fiddled around a bit and found that all use of the keyring was
hanging. I couldn't encrypt or decrypt, and this was after completely
killing all gpg and seahorse processes. I didn't feel like trying to
track down what lock file or whatever was causing the problem, so I
just rebooted (a bit of a sledgehammer) and now keys take about two
seconds to generate :-) Just logging out and back in might have worked
too.
If anyone knows a more delicate way to resolve the situation, do tell.
