Searching on bugs.launchpad.net finds a number of bugs relating to
failure to reconnect after suspend/resume.  Some of those have
workarounds that may be helpful, such as disabling bluetooth in the
gui and re-enabling it.

I suggest first making sure that the BIOS on your PC is up to date.

If that does not fix it (or if it is already up to date) then it would
be worth trying running from a live image of 16.10 to see whether this
is a problem that has already been fixed.
