"software" has very limited applications on menus

I have a box with Ubuntu 16.04 installed fresh (not an upgrade). When I 
go to the "Software" menu selection (a rather generic menu title), I see 
the recommended titles at the top with color icons, but there are no 
(none) "categories" or programs in any of the categories selections.  
There is no reference to Gnome, so I don't know if this is the Gnome 
Software Downloader or not.
