Yes.

Assumed the OP does use a green drive as backup drive only, than it's
not that important to care about the spins. A backup drive should be
disconnected from the computer and from the mains and only get
connected for backups.

IOW the OP could install gvfs, could keep smartd enabled etc., since
the backup drive anyway is never idle when making a backup.

For drives that should be connected all the times and assumed gvfs,
smartd etc. is wanted, but turning of the spin downs should be
impossible regarding an USB controller, then it's possible to run a
cron job or a script with an endless loop and the sleep command, to
simply keep the drive awake by "touching" the disk before it would spin
down.
