Chrome is a proprietary Google product. No source code is available.
It is freeware but not FOSS.
It is built on a base of FOSS code though. A version without all
Chrome's features is built and provided as FOSS. This is called
Chromium.

Chromium is FOSS and can thus be included in Ubuntu. Chrome is closed
source and so cannot.
