popcon is usually diabled by default unless the user explicitly checked
"report statistics" in ubiquity ... 

check the unity control center under "security and privacy" in the
"diagnostics" tab ... it could well be whooopsie sending core dumps to
the automatic retracer (thats the "send error reports" checkbox, reports
are cached in /var/crash)

there are also the time/date settings where geoip/geoclue lookups could
be enabled (unlike whoopsie that is off by default though)
