Updates "hang" waiting for input

I suspect it's NOT the changelog, but a "debconf" configuration question --
for example it might be showing you the differences between the old and new
settings files, and asking you to approve the change.

The only times I have seen this in the past couple of years have been when
upgrading "universe" (non-Ubuntu supported) packages. The packages coming
straight from Debian traditionally have more debconf questions. Ubuntu
packagers tend to make presumptions and go with "sane" defaults. It makes
sense because even when the Debian package is asking you to approve the
.diff of a config file it also tends to preserve the previous version of
the file for later inspection.

Try to notice exactly which package(s) are triggering the questions and you
might open a bug about it. Unfortunately the Ubuntu upgrade manager does
NOT seem to handle debconf questions well, so it would be good to get the
problem corrected.
