What do you mean by "newest"? The current version would be 15.04 while 
the development version is 15.10.

Anyway, there is no Ubuntu ISO with max. 700MB. You can download the 
standard ISO at <http://releases.ubuntu.com/vivid/> and burn it to a 
DVD.

If you insist on max. 700MB, you should use a different flavour. Lubuntu 
is 15.04 at <http://cdimage.ubuntu.com/lubuntu/releases/15.04/release/>.

And where do you see "S sign and counters"?
