1) 16.04 is not available... only 15.04.
2) 15.04 isn't LTS. 14.04 is...
3) All downloads are on http://www.ubuntu.com/download/desktop
4) It doesn't fit in 700MB. You should look for a different build.
Netboot is very small : http://cdimage.ubuntu.com/netboot/14.04/ but
will download everything (or almost) off of the net... may be slow.
Ubuntu Server is under 700 MB, but doesn't include a desktop :
http://www.ubuntu.com/download/server
