I have very occasionally had update-manager freeze or become unresponsive.

I take its presence as a sign that there are updates available. I do
them from a shell:

sudo apt-get update ; sudo apt-get dist-upgrade -y

... then I generally reboot. This prevents update-manager triggering
again, at least until there are more updates.

About once a month, I follow the shell update with:

sudo apt-get clean
sudo apt-get autoclean
sudo apt-get autoremove

... to clear out the APT cache etc.
