How Come I Cannot Download the Latest Ubuntu 15.04 Desktop?

I went to the www.ubuntu.com web page, clicked and came to this page:

http://www.ubuntu.com/download/desktop/contribute/?version=&architecture=amd64

There's no download button at all. Only a "Pay with Paypal" button.

How can I download the latest Ubuntu 15.04 desktop?
