System -> Preferences -> Startup apps.

I always shut down every running program, incl terminal, before 
selecting Shut-Down or Reboot.
The Restart Running apps check box is on the options TAB of the same 
page.  It is NOT selected and never was.

Version 14.04 makes life difficult because the designers have made so 
many changes since 10.04 I spent lots of time (Laptop) trying to find 
how to do things.  Annoying, frustrating, exasperating.  No pleasure 
whatsoever in using Ubuntu - one would be better off going back to Windoze.

New software can be very unfriendly and I found 14.04 to be just that.
I'm still using 10.04 because I'm familiar with it.  I don't have to 
waste time searching for stuff.
