I'm almost positive it's a bug:

updatedb.mlocate uses 100% of the hdd IO. The OS is completely unusable.

although it only happened for a few minutes.  Aside from being annoying, 
that level of read/write on a sustained basis doesn't sound good for hard 
drives.
