Unfortunate that you did not at least answer my first question (what
apt-cache policy shows).  Now we will never know.  It is possible you
did not have the correct repositories enabled.
Also you have not actually answered the second question, what happens
when you try to install dnsmasq-base?  The questions were not to fix
your problem but to diagnose what was wrong with your system, if
anything, or to get to the point that a bug could be reported.
