You wrote already that "the problem lies in the user" which means the 
issue is caused by a config file in $HOME. However the installer doesn't 
touch $HOME which means if you reinstall pulse, the problem wouldn't go 
away. So you'd better have a look at the config files in $HOME. In my 
$HOME I see the directories "$HOME/.pulse/" and "$HOME/.config/pulse/", 
and there is a file "$HOME/.pulse-cookie". So I suppose you could rename 
those or move them to another place and then they should be recreated at 
the next login.
