Looks like it possible, I found this guide on askubuntu -
http://askubuntu.com/questions/13758/how-can-i-edit-create-new-launcher-items-in-unity-by-hand

It has instructions from 11.04 and earlier as well as 11.10 and later
so hopefully will do what you need.
