Can't adjust launcher icon size

Maybe it got trimmed somewhere but I believe I mentioned it in reference 
to my notebook which is running 13.10.

When I try this changing 32 to 16 or to 24 the icons are not resized. If 
I look at the xml file directly I see the icon_size line does change to 
the value I set.

Running this command does report the changed size in the xml file, but 
looking at settings-->appearance still shows 32 as the icon size.

I will use the commands give earlier in this thread to change the icon 
size on my laptop running 13.10 where it will make a more of a 
difference.  On this desktop it would have been nice to have them 
smaller but not really necessary.  Sometimes I just like to fiddle with 
things.
