How did you try installing it? Did you do
apt-get install wine
?
That should be all you need to do. There may not be anything showing up in
the launcher (see below).

Wine (wine-1.0.1-1.el5) on my CentOS 5 system installs an exec handler such
that attempting to run .exe files, will automagically fire up wine. If the
Ubuntu install of Wine does the same, you should be able to just double click
on the exe file(s).
*I* don't use any sort of menu, desktop, or toolbar hackery, but I do use the
CLI, in which case
wine foo.exe
usually works for the rare times I need to run a mess-windows program (mostly
testing the basic runnablity of cross-built mess-windows executables).
