No idea where I saw it now, although most likely a browser, but not
all that long ago I encountered a settings option to leave apps,
addons still running in the background AFTER the browser was closed.
That would be one possibility to explain usage numbers existing and
changing when the appearance is that everything is closed (but in
reality is not).
Just thinking out loud :)
PS Thinking out loud again.. If an app, addon was still running after
the browser was closed, surely some handy CLI command known to you all
would expose it......
