Unity 7 or 8 for Ubuntu 13.10

In 13.10 the desktop will ship with Unity7 and XMir while the new Ubuntu
Touch (for phones) will release with Mir and Unity8. 

During the 14.04 cycle Unity8 is supposed grow the missing desktop
features so that 14.04 can release with Unity8 natively running on Mir
on the desktop as well.
