looks like this package was missed in the transition to perl 0.72.01 ...
the following gives some hints:

ogra at anubis:~$ LC_ALL=C sudo apt-get install libshell-perl perl
[sudo] password for ogra:
Reading package lists... Done
Building dependency tree
Reading state information... Done
perl is already the newest version.
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 perl-modules : Breaks: libshell-perl (< 0.72.01)
E: Error, pkgProblemResolver::Resolve generated breaks, this may be
caused by held packages.
ogra at anubis:~$

please someone file a bug so it can be fixed in a
stable-release-upgrade ...
