I think there is something wrong with the libshell-perl package. I tried
to install it on my 12.04 machine and the error message was the same.
Then I downloaded the package directly and tried to install it with dpkg
and the result is this;

~/ > LC_ALL=C sudo dpkg -i libshell-perl_0.72-1_all.deb
Selecting previously unselected package libshell-perl.
(Reading database ... 408091 files and directories currently installed.)
Unpacking libshell-perl (from libshell-perl_0.72-1_all.deb) ...
dpkg: dependency problems prevent configuration of libshell-perl:
 perl-modules (5.14.2-6ubuntu2.3) breaks libshell-perl (<< 0.72.01) and
is installed.
Version of libshell-perl to be configured is 0.72-1.
dpkg: error processing libshell-perl (--install):
 dependency problems - leaving unconfigured
Processing triggers for man-db ...
Errors were encountered while processing:
 libshell-perl

BTW: The perl version is what comes installed by default or as a
dependency of some other package. At least perl is installed on all the
machines which are running here right now and I didn't install it
intentionally.
