My suggestion then would be to take the most low tech option available and
present yourself in person to the local law enforcement responsible. As
this is different for every country and location this international mailing
list is not really the best place to discuss something that should be being
taken care of legally.

If you still insist you need technical help I would honestly suggest
contacting a local Ubuntu team [1] or LUG for in person assistance.
