Ubuntu 12.04.2 64 bit server edition OS on Dell Optiplex 390 doesn't restart/reboot

I do not think this problem is unique to your PC or the ubuntu version
you are using.
I have a generic laptop, running X86 (32 bit) 12.10 with latest updates,
and often it will do exactly as you describe.
