static IP & DHCP problems on LAN

This router has never had options for those things, & I've been using
it for years.  OTOH, "some trouble" had to do with a firmware upgrade,
since which I've had difficulty getting to the admin panel!

It's a Linksys BEFSR81, & I'm open to suggestions for a functionally
similar replacement.
