Try the "find best server" option.

Synaptic → Settings | Repositories

"Software Sources" dialog box → "Ubuntu Software" tab → "Download from" listbox

Pick the entry "Other"

In that dialog, click "Select Best Server"

This does a scan of all known Ubuntu repo sites and picks the fastest.
